中国重拳打击非法跨境炒股富途、老虎证券股价一度暴跌逾40%

根据《彭博》报导，中国当局周五 (22 日) 突然祭出近年最严厉的跨境证券交易整顿措施，除八大监管机关联合发布打击非法跨境交易声明，中国证监会也同步宣布，将对富途控股 (Futu)、老虎证券 (Tiger Brokers) 与长桥证券 (Long Bridge Securities) 等未持有中国境内牌照、却向中国投资人提供服务的券商进行处罚，并没收相关「非法所得」。

市场忧心，这波监管升级不仅冲击相关券商，更可能波及在海外挂牌的中概股与香港市场资金流向。消息曝光后，老虎证券母公司 Up Fintech(TIGR-US) 美股盘前一度重挫 47%，富途 ADR(FUTU-US) 也暴跌 41%。

中国长期实施严格资本管制，官方原则上禁止居民自由参与境外证券交易，但不少投资人仍透过香港或海外券商开户，投资美股、港股及中概股。这类灰色操作多年来虽处于监管边缘，但此次官方首度明确要求「不合规帐户须在两年内完成清理」，引发市场震撼。

官方全面整顿跨境投资管道

中国证监会、中国人民银行、公安部等八大部会周五联合发布整顿方案，宣布将全面清查未经批准、面向中国境内投资人的海外投资服务。

根据新规，境外机构不得在中国境内推广证券、期货或基金产品，也不得协助中国投资人开户、下单或资金转移。协助相关业务的中国本地单位同样纳入整顿范围，包括招揽投资人的中介、提供交易软体与网站服务的公司，以及协助客服与宣传的平台。

中国监管机关也将同步检查外汇管理、反洗钱、网路安全与个资保护等问题，银行则被要求加强审查跨境资金流动与外汇交易，以防堵地下汇兑与非法资金外流。

香港证监会也迅速跟进，要求香港持牌金融机构加强中国投资人的帐户审查与反洗钱管理措施，显示中港监管单位正同步收紧跨境资金监控。

上海金诚同达律师事务所合伙人王磊指出，近期香港股市表现强劲，吸引大量中国投资人违规赴港开户，资金外流压力恐是官方此次加大整顿的重要原因之一。

市场忧中概股与港股资金遭抽离

市场人士认为，此次最具杀伤力的部分，在于官方要求现有不合规帐户必须在两年内完成处理，代表中国投资人未来恐被迫逐步撤出部分海外市场部位。

Dante Research 创办人陈达表示，市场原本预期官方可能持续限制新增开户，但没想到会直接要求既有帐户清理，「这对中概股与金龙中国指数 (Golden Dragon Index) 是非常坏的消息，若投资人大量同步卖出，恐引发明显冲击。」

分析人士指出，近年中国企业积极赴纽约、香港与伦敦上市，中国投资人也跟随本土科技龙头前往海外市场布局，因此此次监管升级可能不只是单纯打击券商，更涉及官方重新强化资本管制与外汇稳定。

此外，中国近年也同步加强海外所得课税。部分律师透露，自 2025 年以来，已有不少中国投资人接获税务机关通知，要求补缴海外股票交易所得税，尤其是 2022 年后赴香港新开户的投资人，更成为重点查核对象。

根据彭博行业研究 (Bloomberg Intelligence) 统计，2025 年中国热钱外流规模高达 1.04 兆美元，创 2006 年有纪录以来最大年度资金外流，也让北京当局对跨境资金流向更加警戒。

(Tiger Brokers) 与长桥证券 (Long Bridge Securities) 等未持有中国境内牌照、却向中国投资人提供服务的券商进行处罚，并没收相关「非法所得」。</p>\n<p style=\"text-align:center;\"><img auto;display:block;\"></p>\n\n\n<p>市场忧心，这波监管升级不仅冲击相关券商，更可能波及在海外挂牌的中概股与香港市场资金流向。消息曝光后，老虎证券母公司 Up Fintech(TIGR-US) 美股盘前一度重挫 47%，富途 ADR(FUTU-US) 也暴跌 41%。</p>\n\n<p>中国长期实施严格资本管制，官方原则上禁止居民自由参与境外证券交易，但不少投资人仍透过香港或海外券商开户，投资美股、港股及中概股。这类灰色操作多年来虽处于监管边缘，但此次官方首度明确要求「不合规帐户须在两年内完成清理」，引发市场震撼。</p>\n\n<h6>官方全面整顿跨境投资管道</h6>\n\n<p>中国证监会、中国人民银行、公安部等八大部会周五联合发布整顿方案，宣布将全面清查未经批准、面向中国境内投资人的海外投资服务。</p>\n\n<p>根据新规，境外机构不得在中国境内推广证券、期货或基金产品，也不得协助中国投资人开户、下单或资金转移。协助相关业务的中国本地单位同样纳入整顿范围，包括招揽投资人的中介、提供交易软体与网站服务的公司，以及协助客服与宣传的平台。</p>\n\n<p>中国监管机关也将同步检查外汇管理、反洗钱、网路安全与个资保护等问题，银行则被要求加强审查跨境资金流动与外汇交易，以防堵地下汇兑与非法资金外流。</p>\n\n<p>香港证监会也迅速跟进，要求香港持牌金融机构加强中国投资人的帐户审查与反洗钱管理措施，显示中港监管单位正同步收紧跨境资金监控。</p>\n\n<p>上海金诚同达律师事务所合伙人王磊指出，近期香港股市表现强劲，吸引大量中国投资人违规赴港开户，资金外流压力恐是官方此次加大整顿的重要原因之一。</p>\n\n<h6>市场忧中概股与港股资金遭抽离</h6>\n\n<p>市场人士认为，此次最具杀伤力的部分，在于官方要求现有不合规帐户必须在两年内完成处理，代表中国投资人未来恐被迫逐步撤出部分海外市场部位。</p>\n\n<p>Dante Research 创办人陈达表示，市场原本预期官方可能持续限制新增开户，但没想到会直接要求既有帐户清理，「这对中概股与金龙中国指数 (Golden Dragon Index) 是非常坏的消息，若投资人大量同步卖出，恐引发明显冲击。」</p>\n\n<p>分析人士指出，近年中国企业积极赴纽约、香港与伦敦上市，中国投资人也跟随本土科技龙头前往海外市场布局，因此此次监管升级可能不只是单纯打击券商，更涉及官方重新强化资本管制与外汇稳定。</p>\n\n<p>此外，中国近年也同步加强海外所得课税。部分律师透露，自 2025 年以来，已有不少中国投资人接获税务机关通知，要求补缴海外股票交易所得税，尤其是 2022 年后赴香港新开户的投资人，更成为重点查核对象。</p>\n\n<p>根据彭博行业研究 (Bloomberg Intelligence) 统计，2025 年中国热钱外流规模高达 1.04 兆美元，创 2006 年有纪录以来最大年度资金外流，也让北京当局对跨境资金流向更加警戒。</p>\n<div
