美伊停战磋商卡在执行顺序荷姆兹海峡再传船舶遇袭

美伊停战磋商仍未取得突破。伊朗已透过卡达收到美方对「7 天建立互信方案」的回应，并提交内阁讨论，但双方对措施的执行顺序仍有分歧。与此同时，荷姆兹海峡再传船舶遇袭，凸显外交斡旋期间，区域安全风险仍未消退。

《路透》报导，伊朗外交部长阿拉奇周二 (29 日) 自美国返国途中，在卡达首都杜哈与斡旋人员会面。卡达方面将周一收到的美方意见，转交阿拉奇及其团队。

目前争议主要集中在各项措施的先后顺序，以及 7 天方案如何分阶段执行，而非方案所涵盖的项目本身。

伊朗政府发言人穆哈杰拉尼 (Fatemeh Mohajerani) 向官方伊朗通讯社 (IRNA) 表示，阿拉奇已在内阁会议上，向总统裴泽斯基安提交美方回应。裴泽斯基安表示，伊朗将尽力促成协议，同时坚守伊朗人民的权利，协议必须建立在双赢策略之上。

不过，交换意见尚未转化为实质进展。

《Axios》引述三名熟悉谈判的消息人士指出，卡达本周的斡旋成果有限，美伊双方均不愿让步，使双方更加认为军事冲突可能重新升级。美国官员认为，川普可能在 11 月期中选举后，下令恢复大规模作战行动。

在谈判陷入僵局之际，荷姆兹海峡的航运安全也持续受到威胁。英国海事贸易行动办公室 (UKMTO) 发布三起区域船舶事件通报，其中一艘原油油轮与一艘液化天然气 (LNG) 运输船，据报于周二在海峡内遭不明飞行物击中。

伊朗革命卫队发言人穆赫比则向半官方法尔斯通讯社宣称，荷姆兹海峡每天都有「军事冲突」，伊朗长期攻击小型船舶并阻止其通行，但美国未作出回应。

沙乌地阿拉伯能源设施也传出遇袭消息，但尚未获证实。

IRNA 引述未具名消息来源报导，叶门胡塞组织周三 (30 日) 下午攻击沙国东部石油重镇布盖格 (Abqaiq)。部分开源情报帐号声称，卫星影像显示现场有大规模火灾迹象，但相关讯息互有矛盾，截至报导更新时，仍无官方来源确认这起攻击。

尽管安全风险持续，近期波斯湾原油出口加快恢复，仍为油市提供供应面的支撑。

高盛周二发布报告估计，过去一周，该地区每日石油出口量已恢复至 2,330 万桶，与 2025 年平均水准相当，9 月出口量则增加一倍。

摩根大通采用的统计期间不同。该行估计，过去五天，石油出口量的 10 天移动平均值维持在每日 2,050 万桶，相当于 2025 年水准的 89%。

供应政策方面，两名知情人士透露，石油输出国组织及伙伴国 (OPEC+) 可能在周日会议上，维持 11 月石油产量目标不变。

XS.com 的 Simon-Peter Massabni 表示，出货增加暂时缓解了原油立即短缺的疑虑，因此即使美伊谈判未见明确进展，油价仍可能下跌。市场接下来关注的是，这样的出货速度能否延续至 10 月。

卡达乔治城大学兼任副教授 Luciano Zaccara 向半岛电视台表示，美伊双方都有结束冲突的压力。伊朗需要制裁松绑与资金流入，以缓解经济冲击；美方则需要找到让川普能宣称取得成果的退场方式。

三菱日联银行分析师表示，原油供应恢复应有助于缓解供应因素带来的价格压力，但成品油持续短缺，加上运费高昂，整体能源市场仍可能维持紧张。
