AI吃电大户皮绷紧了！能管法三读通过新设AIDC要自备电力或储能

立法院于21日三读通过《能源管理法》部分条文修正案，经济部今(24)日说明，本次修法旨在透过公开能源销售统计资料、强化企业自身能源供应韧性、赋予地方政府执行节能稽查工具及提高违规罚则，全方位提升能源管理效能并落实节能规范。此次修法共计增修15条条文，并包括四大方向，其中增订大型新设用户自备电力义务最受瞩目，该部后续将尽速启动相关子法修订，确保新法顺利推行。
经济部指出，本次《能源管理法》修正聚焦四大重点：
公开能源销售统计资料：参考国际先进国家实施经验，在确保企业营业秘密与个人资料保护的前提下，以去识别化方式公开能源销售统计数据。此举有助于大众了解国内能源使用状况，促进节能对策的深化与辅导，并为能源教育及沟通提供数据基础。
增订大型新设用户自备电力义务：因应AI产业迅速发展，资料中心与电子业等大型用户相继设立，对公共电网带来庞大负担。新法参考国外企业自备电力做法，规范新设或增设达一定容量之能源大用户，必须设置自用发电或储能设备，以强化企业能源自给韧性，降低对公共电网的依赖。
扩大地方政府节能稽查量能：为强化法制面规范并落实节能行为，本次修法赋予地方政府得委托专业机构或技师执行节能规定稽查，补足地方查核人力与专业量能，推动中央与地方共同落实节能管理。
提高违规罚则与公布名称：考量能管法原先订定之罚则已不符当前时空背景，本次修法大幅提高罚锾金额上限，并针对增加涉及消费者权益之事项，新增得公布违规业者名称及事由的规定，以此促使企业更加重视节能规范。
