由30多个向乌克兰提供军事支援的国家组成的「志愿联盟」宣布，将在俄乌停火达成后立即向乌克兰派兵，部队正在作准备。
「志愿联盟」在召开视讯会议后发表了上述声明，此次会议由英国首相柏南、法国总统马克宏和德国总理梅尔茨共同出席。
英国政府发布的联合声明中写道：「『志愿联盟』将继续为乌克兰筹备组建国际部队，将在持久停火后实现部署，是更广泛具有政治和法律约束力安全保障措施的一部分，这些措施将在停火生效后确保乌克兰的安全与繁荣。」
据《俄罗斯报》24日（周一）报导，欧洲国家呼吁莫斯科同意在接触线上停火，使它们能够向乌克兰派遣军事特遣队。但克里姆林宫多次表示，这个条件不可接受。
与此同时，「志愿联盟」重申加强基辅防空能力的必要性，包括转让相关技术。
欧洲理事会主席科斯塔在社交平台X上写道，欧盟还打算缩短900亿欧元新一轮贷款拨付周期。乌克兰总统泽伦斯基说，目前乌克兰面临270亿美元国防预算缺口。
