南韩央行启动24小时韩元交割网路试点

南韩中央银行(BOK)周一(21日)正式启动首个24小时韩元交割网路的试营运。此系统于当地时间周一上午9点开始运行，首波由国民银行(KB Kookmin)、友利银行(Woori)、韩亚银行(Hana)与新韩银行(Shinhan)等四家南韩本土商业银行率先参与。

在开运首晨约9点30分，两家参试本土机构成功完成首笔测试交易，金额约为14亿韩元(约合100万美元)。

这项全天候交割机制在工作日实行24小时不间断运作，仅在周末与国定假日休市。其最大特色在于允许境外外国投资人透过「韩元业务注册外国机构」(RFI-K)开设的帐户，在其所在地的当地营业时间直接办理韩元交易结算与交割，无须亲自在南韩境内金融机构开立帐户。

此举显著改善了过去欧美投资人因时差问题而面临的债券与资产交割延宕困境。

此次试营运为南韩政府推动「韩元国际化路线图」及外汇改革计划的重要推手。先前南韩在岸韩元对美元外汇市场已于7月迈入全天候交易，本次交割网路补足了配套支付基础设施，旨在提升韩元的国际地位，并积极争取纳入 MSCI 发达市场指数。

这一网路预计经约3个月测试后，于2027年1月正式上线营运，届时将扩大邀请全球主要外资银行及金融机构全面接入。
