曼谷暂缓资料中心开发热潮泰国政府紧急研拟监管新制

泰国政府日前下令暂停49个资料中心专案的建设，以等待产业的新规范推出。
泰国国家经济社会发展委员会秘书长达努查(Danucha Pichayanan)在记者会上表示，因政府正着手制定针对现有与即将营运之资料中心的新监管规则，故有暂停之必要，预计将在一个月内公布新规。
在此之前，曼谷市长查察(Chadchart Sittipunt)已宣布冻结新的大型资料中心审批，并暂缓了3件兴建申请案。查察强调：「目前不会对大型专案发放新许可证」。他已下令对现有专案进行全面检查，范围涵盖柴油储存槽、电力与水源需求、噪音及排热。
此举起因于市中心住宅区与医院附近的资料中心计划储存多达数十万公升的备用柴油，引发当地居民对公共安全、噪音与排碳污染的强烈疑虑。
由于泰国过去缺乏「资料中心」的官方定义，业者多以「仓库」法规申请建造，进而避开了环境影响评估(EIA)与工厂登记的管制。泰国数位经济与社会部部长柴查诺(Chaichanok Chidchob)坦言，许多资料中心落脚于法规不允许的区域，且可能在许可不完整的状况下运作。
为填补此法律漏洞，泰国政府已紧急成立「资料中心业务政策委员会」，预计将串联各部会，重新检视并建立涵盖选址、用电与安全的国家级新标准。
