白宫AI战火升温？川普邀黄仁勋、阿莫戴、祖克伯等巨头共进午餐国会拟推「终止开关」法案

美国总统川普周二(29日)将举行午餐会，讨论人工智慧(AI)带来的风险，据悉辉达(NVDA-US)执行长黄仁勋、Anthropic执行长阿莫戴(Dario Amodei)与Meta(META-US)执行长祖克伯(Mark Zuckerberg)等科技业高层都将出席。
OpenAI总裁Greg Brockman、Alphabet(GOOGL-US)执行长皮查伊(Sundar Pichai)，以及曾化解与白宫AI出口管制僵局的Anthropic共同创办人兼首席运算长Tom Brown，也传出将参与这场由川普与美国众议院议长强生(Mike Johnson)共同主持的餐会。
川普、副总统范斯(JD Vance)等白宫政府官员当天将主持一场全日活动，宣布推出新的联邦资讯与资源网站。白宫官员表示，活动将安排人工智慧(AI)、能源、太空等议题的座谈。
科技巨头上周齐聚白宫国宴阿莫戴未出席

多名大型科技企业高层上周出席中国国家主席习近平访美期间举行的国宴，当时苹果(AAPL-US)董事长库克(Tim Cook)、SpaceX(SPCX-US)执行长马斯克(Elon Musk)，以及超微(AMD-US)执行长苏姿丰(Lisa Su)。
本周的会面可能成为科技业领袖、尤其是阿莫戴与白宫缓和紧张关系的另一个机会，目前双方在先进AI模型发展速度、安全防护及监管方向的讨论白热化：OpenAI执行长奥特曼(Sam Altman)、马斯克等业界领袖，已响应阿莫戴呼吁企业放慢AI产业发展的呼吁。不过，川普对此持公开反对态度，曾把外界对AI的担忧形容为「骗局」(hoax)及「诈骗」(scam)。
阿莫戴并未出席上周四国宴。不过他周日与川普共进私人晚餐，据了解是两人首次一对一会面。他周一还前往美国国会山庄，拜会参议院多数党领袖John Thune，但拒绝回答记者有关他与总统会面情况的问题。
国会提「终止开关」等AI安全法案

强生本月稍早曾表示，国会「可能」需要对AI设下防护措施，但他也提醒，要制定一套能取得足够广泛支持并在国会通过的法律，可能需要「一些时间」。
美国国会议员已提出多项因应AI安全问题的方案。共和党众议员Nathaniel Moran与民主党众议员Ted Lieu提出一项法案，要求开发商为失控的AI系统设置「终止开关」，另一项跨党派法案则要求对先进AI模型进行独立安全评估。
在参议院，与民主党合作的无党籍参议员桑德斯(Bernie Sanders)则提出禁止开发所谓「超级智慧AI」的法案，这类AI的能力足以规避人类控制。
然而国会短期内不太可能对任何AI立法采取行动，目前众议院议员已离开华府休会，要等到11月期中选举后才会返回，参议院也准备在本周稍晚开始选前休会。
