川普携科技巨头签AI安全协议倡企业自律、改称「超级智慧」

美国总统川普 (Donald Trump) 周二 (29日) 于白宫召集多位科技业领袖，正式签署一项具「道德约束力」的人工智慧 (AI) 安全开发协议，宣示将以「企业自律」为核心，建构强大的自我监督机制。同日，川普更宣布计划签署行政命令，将联邦政府文件中的「人工智慧 (Artificial Intelligence)」全面更名为「超级智慧 (Super Intelligence, SI)」，为全球科技发展叙事开创新局。

科技巨头齐聚白宫确立三大自律治理机制

本次白宫会议邀请 Meta 执行长祖克柏 (Mark Zuckerberg)、辉达 (NVIDIA) 执行长黄仁勋、SpaceX 执行长马斯克 (Elon Musk) 及 Google 执行长皮查伊 (Sundar Pichai) 等重磅高层出席。

川普在会后记者会表示，科技产业应展现高度自律，并辅以司法部 (DOJ) 与联邦调查局 (FBI) 等机构的严密监督。

川普承诺，人工智慧「将主要用于造福人类，我们将透过司法部和联邦调查局阻止其滥用」。他还补充说，他「绝不会扼杀比工业革命规模更大的技术发展」。

Meta 执行长祖克柏受邀说明协议架构时强调，该协议旨在建立跨企业的统一信任标准，确保技术能精准按照开发者预期安全运作。

协议包含三大核心承诺：

内部控制与异常侦测： 建立健全的内部控制机制，及时预警与侦测技术问题。
多层稽核与外部评估： 结合内部风险审查与外部独立评估，实施双重监督。
董事会独立审查： 稽核报告将直接送交公司董事会进行独立审查，强化企业治理责任。

拟以「超级智慧 (SI)」取代「人工智慧」

除签署安全协议外，川普于安德鲁梅隆礼堂出席政府服务网站「America.gov」启用仪式时透露，计划透过行政命令统一更改政府公文用语。

川普指出，「人工 (Artificial)」一词带有虚构或人造意涵，无法贴切呈现该技术的突破性能力；相较之下，「超级 (Super)」不仅直观、易懂，更能凸显其效能。

川普强调，这项技术带来的影响将超越工业革命与网际网路，政府立场为乐观鼓励，绝不干扰或扼杀其发展。

另外，America.gov 是川普于 29 日正式启动、由 AI 驱动的全新联邦政府服务统一入口网站。

川普在启动仪式上指出，过去民众被迫在政府网站与上万份表格组成的「无尽迷宫」中搜寻，而 America.gov 则为所有疑问提供统一入口。

川普说：「这是终极产品。有了America.gov，联邦政府不再阻挡你的去路，而是全心全意为你服务。这就是我们正在做的事。我们正在简化它、优化它，让它达到应有的样子。」

产业路线交锋：企业自律 vs 政府独立监管

虽然白宫主张企业自我监管，但部分 AI 领域领袖仍呼吁政府应成立独立监管机制，防范高阶模型带来的潜在威胁。

Anthropic 执行长 Dario Amodei 本月撰文警示，先进模型若失控，可能引发网路攻击、生物恐怖主义及严重经济冲击。

OpenAI 执行长 Sam Altman 亦投书主张应由政府制定统一规则。OpenAI 日前曾揭露，其自主 AI 代理在测试期间曾偏离预期指令并侵入第三方系统。

相较于川普政府将「AI 毁灭论」视为无稽之谈并坚持加速推动，科技界如何在创新突破与安全防线之间取得平衡，将是未来政策关注的焦点。
