加拿大总理卡尼将于9月15日至17日访问法国斯特拉斯堡和英国利物浦，寻求进一步加强与欧洲的关系，据美国方面13日消息，卡尼此行寻求加拿大获得欧盟「准成员国」特殊地位。
欧盟和加拿大官员称，欧盟对给予加拿大「准成员国」地位的想法持开放态度。「准成员国」这一设想今年早些时候由德国总理梅尔茨提出，该设想最初主要针对乌克兰。
按照梅尔茨的设想，在乌克兰成为欧盟正式成员国之前，允许其以过渡形式参与欧盟会议和机关运作，但不拥有投票权。
分析人士表示，目前欧盟并没有「准成员国」这一正式类别，加拿大若寻求获得这一地位，恐面临一系列障碍。
尽管如此，欧美之间不断加剧的贸易和地缘政治摩擦，很可能促使欧盟考虑以更加灵活方式与加拿大建立深层次合作关系。
