布兰特原油 (Brent) 周四 (15日) 收盘小幅下跌, 市场评估美国政府可能放宽对全球「影子船队」的制裁, 是否有助增加油轮供应、降低石油运输成本. 不过, 中东冲突升温及荷姆兹海峡周边船舶遇袭事件, 持续支撑油市地缘政治风险溢价. 美国原油库存大幅下降, 则推升美国原油期货走势.

〈能源盘后〉美拟放宽影子船队制裁美库存大减860万桶 WTI涨逾3%、Brent小跌

Brent原油期货收盘下跌14美分, 跌幅0.13%, 报每桶105.92美元. 美国西德州中级原油 (WTI) 期货则上涨2.88美元, 涨幅3.03%, 收在每桶97.97美元, 主要受到美国原油库存大幅减少的支撑.

美国政府正研议放宽部分曾运输受制裁石油及石油产品的油轮限制, 目标是缓解近期飙升的全球油轮运费. 美国官员表示, 相关讨论聚焦于允许原本遭制裁的船舶运输未受美国制裁的合法原油及石油产品, 并非开放俄罗斯或伊朗受制裁石油出口. 有意购买相关船舶的企业, 仍须向美国财政部提出申请, 由主管机关逐案审查.

这项构想是在美国总统川普日前暂时解除俄罗斯柴油制裁后提出. 美国能源部表示, 即使放宽影子船队限制, 也不会协助俄罗斯运输石油或石油产品. 美国财政部则表示, 若合法买家希望购入遭制裁船舶并恢复其商业航运用途, 美国海外资产控制办公室可能逐案考虑授权交易及解除制裁.

美国政府希望借此增加油轮供应、降低运输成本, 并缓解高油价及通膨压力. 近期伊朗战事及乌克兰战争推升航运风险, 油轮运费和战争风险保险费用攀升, 加上荷姆兹海峡运输作业更加复杂, 使可用船舶减少, 美国原油出口也受到影响.

不过, 市场人士认为, 放宽制裁未必能迅速增加实际可用的油轮数量. 遭制裁船舶可能仍受其他国家限制, 并面临船舶认证、保险、维修及营运管理等问题, 即使美国解除部分限制, 也未必能立即重新投入主流商业航运.

美国能源资讯署 (EIA) 周四公布, 截至10月9日当周, 美国商业原油库存减少860万桶, 降至4.156亿桶, 远大于路透社调查分析师预期的减少28.8万桶. 当周美国蒸馏油库存也下滑, 汽油库存则增加. 原油库存降幅超出预期, 为WTI期货提供支撑.

中东局势仍是油价的重要变数. 沙乌地阿拉伯与叶门胡塞武装组织之间的冲突持续升高, 荷姆兹海峡附近的船舶遇袭事件也增加. 海事官员周三表示, 一艘货柜船及一艘散装货船分别遭不明飞行物或弹体击中后, 在荷姆兹海峡附近沉没.

过去10天, 这条重要航道周边的攻击事件明显增加. 伊朗表示, 由于美国封锁伊朗港口, 并于上月加强制裁, 伊朗正加大攻击力度. 荷姆兹海峡是全球重要能源运输通道, 若航运持续受阻, 可能延长石油及成品油运输时间, 并进一步推升运费与供应风险.

三菱日联金融集团 (MUFG) 分析师指出, 沙乌地阿拉伯与胡塞武装组织之间的冲突, 使石油市场持续存在地缘政治风险溢价, 不过近几天能源基础设施并未遭到攻击. 市场因此同时衡量航运安全风险与实际供应变化, 油价走势仍受到多空因素拉锯.

叶门胡塞武装组织周四向南部城市亚丁的总统府建筑群发射飞弹, 造成两名警卫死亡. 由沙乌地阿拉伯领导的联军也公布, 随着冲突升高, 沙国基础设施遭遇数十起攻击.

另一方面, 乌克兰恢复攻击俄罗斯炼油设施, 目标包括梁赞地区的一座炼油厂. 此前, 乌克兰总统泽伦斯基批评美国撤回情报支援的做法相当危险. 俄罗斯炼油设施遭攻击, 也使市场持续关注俄罗斯成品油供应及区域能源流向.

为缓解能源价格上涨及增加市场供应, 国际能源署 (IEA) 周四同意尽快释出超过2,000万桶柴油, 并将动用3月宣布的创纪录紧急储备释出计划中尚未释出的石油. 今年3月, 各国曾承诺释出超过4亿桶原油及石油产品, 以增加供应并抑制飙升的能源价格.

西班牙能源部官员周四表示, 西班牙将于10月从战略储备释出440万桶石油. 市场正观察各国释出储备能否抵销航运受阻及地缘政治冲突带来的供应风险.

整体而言, 美国原油库存意外大减, 为WTI带来支撑, 但美国可能放宽影子船队制裁的消息, 以及市场对供应与运输成本的评估, 使Brent走势相对平稳. 中东冲突、荷姆兹海峡航运安全、制裁政策及各国紧急释油规模, 将继续左右国际油价后续走势.
