韩产业部长警告中国晶片追赶速度「令人心惊」担心失去半导体优势

南韩产业通商部长官金正官周四 (6 日) 表示，中国半导体技术进步的速度令人心惊，如今这场竞赛已演变成国家与企业共同参战的「全方位战争」，南韩若无法加快投资步伐，恐在未来一两年内失去竞争优势。
金正官对中国在半导体材料、组件及设备领域的进展感到强烈危机，特别是中国国企上海微电子成功量产浸没式深紫外光 (DUV) 曝光机的消息，对南韩业界造成巨大冲击。
金正官认为，虽然美国实施出口管制，但反而促使中国加速自主技术研发，中国长鑫存储 (CXMT) 等企业甚至不惜投入超过营收规模的资源进行扩张。
根据预测，全球记忆体市场将在五年内从目前的 2,000 亿美元增长至 1 兆美元。尽管南韩目前拥有约 65% 的市占率，但金正官强调，半导体供应商一旦选定便极少更换，南韩必须在市场扩张期建立绝对领先的「先行者优势」。他指出，建造一座晶圆厂需耗资 150 兆至 200 兆韩元，目前绝非安于现状的时刻。
针对国内要求三星电子与 SK 海力士进行「社会利益再分配」或分红的声音，金正官明确表示反对，形容半导体是南韩「最后一只会下金蛋的鹅」，切开鹅腹瓜分利润将导致产业灭亡。他强调，「投资即是分配」，获利应全数回流至研发与基础设施。
此外，他主张改革 52 小时工时制度，对研发人员实施豁免，以免工时限制阻碍竞争力，并敦促国会尽速通过《半导体特别法》，以确保政策延续性与电力、用水等基础建设支持。
