华为已向埃及政府积极争取建立人工智慧（AI）资料中心，供军事、监控及其他公部门使用，此举不仅展现其在全球晶片市场的野心，也引发华府的高度警戒，促使美国官员正积极研拟对策。

华为抢进埃及AI标案拟出口2000颗升腾晶片、美国急组联盟拦截

据消息人士及彭博新闻取得的文件，身为中国挑战辉达(NVDA-US) 的主要业者，华为针对开罗当局的招标案提出方案，计划出口1,408颗最高阶升腾950系列晶片，用于建置AI训练云端；另提供600颗同款晶片或较早推出的910B，用于两座推论丛集，以执行已完成训练的AI模型。文件显示，华为规划在12个月内完成基础设施建设。

若此案成功得标，将代表中国挑战美国主导全球AI基础设施的行动，取得初步但具实质意义的进展。华为将成为非洲第二大经济体的重要AI供应商，并在中东取得立足点。

美国近年已积极投资阿拉伯联合大公国与沙乌地阿拉伯等获利更丰厚的AI资料中心市场。这也可能是华为尝试逾一年后，其升腾加速器首度获得证实的海外出口实绩。

华为对此婉拒评论，埃及外交部则未回应相关询问。

消息人士指出，当美国总统川普的政府团队得知这项提案后，国务院随即联系辉达、AMD(AMD-US) 及微软(MSFT-US) 等企业，商讨筹组美国企业联盟以反制华为的 AI 晶片竞标。

川普政府也曾警告全球各国，未经华府批准使用特定华为加速器，可能面临法律制裁，但目前尚不清楚美国官员与埃及政府交涉时，是否已援引这项指引。

埃及如今成为全球两大科技强权最新的角力场，也凸显「全球南方」国家在争取AI发展机会时面临的地缘政治难题。

备受关注的是，这可能是美中首度针对同一项政府AI资料中心标案正面竞争。竞标结果将同时考验华为的晶片实力、川普政府刚起步的新兴市场半导体外交，以及埃及在两套逐渐分化的科技生态系之间周旋、同时掌握自身AI发展主导权的能力。

美国国务院发言人表示：「埃及是我们就美国AI技术领导地位展开对话的数十个国家之一。」发言人并称，美国AI能造福全球，美方已准备与各国合作，以尊重国家主权并提升能力的方式，推动AI开发与部署。

消息人士透露，华为在非洲及全球市场的策略，与北京和个别国家的外交关系高度一致。华为正广泛争取非洲政府客户，涵盖教育、医疗等领域，包括埃及与肯亚。肯亚境内有一座营运陷入困境的美国资料中心，该中心曾被视为拜登政府在非洲推动AI外交的代表性计划。

华为的埃及提案还包括与中国监控科技大厂科大讯飞合作。科大讯飞与华为自2019年起均被美国列入黑名单。

这些企业提供的方案，包含基于全国人口资料库的车辆与人脸辨识，以及更广泛的「态势感知」系统，并将其包装为「一眼看穿全城的全景视图」。在长达102页的简报中，有一页列出的「基础影像应用」范例，出现中国公安部标志。

对华为而言，一旦成功完成交易，将同时验证市场需求与供应能力。由于美国限制华为购买关键生产设备，华为长期难以大量制造AI晶片，但目前正逐步提高产量。

目前尚不清楚美国的竞标方案将主打哪些应用，也不确定美国政府是否会限制特定用途。自2023年起，AI晶片出口埃及须取得华府许可，使川普政府能透过出口许可程序附加条件。
