中国骇客攻破Fed、NASA？美司法部紧急修正说法

美国司法部周五 (28日) 修正日前公布的中国骇客案资讯，表示联准会 (Fed)、美国国家航空暨太空总署 (NASA) 及联邦参议院等机构，是中国国家支持骇客组织 QTFY 的攻击目标，但不代表全部都已遭成功入侵。

司法部8月26日发布的新闻稿，原将上述政府机构列为骇客行动的「受害者」；最新版本则改称这些机构是QTFY的「目标」。司法部解释，原稿把所有机构都描述为受害者，但政府为查封相关网域提交的宣誓书显示，所有机构都曾遭锁定，实际遭入侵的只有部分单位。

这项修正缩小了已确认遭攻破的范围。美方先前将QTFY描述为一个长期从事网路间谍活动的中国骇客组织，攻击对象包括美国政府机构、国防承包商及其他敏感单位。

NASA及参议院攻击未成功

根据联邦调查局 (FBI) 随案公布的宣誓书，QTFY至少自2018年起，便锁定NASA、联准会、能源部、司法部、卫生与公共服务部、国家卫生研究院 (NIH) 及联邦参议院等政府网路。

FBI调查发现，骇客曾尝试利用软体漏洞入侵NASA，但NASA已完成相关程式修补，因此攻击并未成功。

FBI、国家安全局 (NSA) 及美国网路司令部网路国家任务部队另行发布的联合资安公告显示，骇客2026年3月也曾试图进入联邦参议院及一家美国医院的网路，同样未能得逞。

能源部实验室等单位确认遭入侵

宣誓书同时列出已成功入侵的案例。美方指控，QTFY于2024年9月侵入三座美国能源部国家实验室、NIH、卫生与公共服务部辖下机构，以及一家美国资安设备制造商，文件并将这些单位列为受害者。

联合资安公告也指出，骇客2024年5月曾成功从未具名的国防承包商、金融机构及大学窃取资料。

截至周五，FBI及美国网路安全暨基础设施安全局 (CISA) 尚未回复置评要求。

中国驻美大使馆也未立即回应最新修正。针对美方日前公布的指控，中国使馆发言人曾表示，美国利用网路安全问题抹黑中国，并反对美方扩大解释国家安全概念，以此对中国企业采取歧视性限制。
